“Unequal Opportunities in Access to Higher Education?
Understanding Mongolian first-year students’ experiences at universities”


Since the end of socialism, rural areas of Mongolia have been disadvantaged, which contributed to a massive rural-to-urban migration. Public schools in the capital Ulaanbaatar are overly crowded, while schools in rural areas are short of students and qualified teachers. As a result, there is an increasing number of private schools in Ulaanbaatar, which greatly add to social inequalities.
Since the 1990s, Mongolia’s higher education was partly decentralised and privatised which led to expanding numbers of higher education institutions (HEIs), with many of the smaller HEIs being of poor quality. Despite almost every high school graduate enrolls directly at a HEI, the employment after graduation does not even reach 40%, and the drop-out rates are high. Beyond tuition fees and living costs, students face a lot of challenges, particularly in their first
year at the university.
Using qualitative methods, this research addresses first-year students’ experiences at HEIs in
urban and rural areas, asking questions such as (1) how they prepare for HEIs, (2) what
challenges they face at HEIs, (3) expectations from HEIs, (4) most needed support, and (5)
special features of the situation in Mongolia.
